2024 Nominating Committee

Voting Period: May 13–19, 2024

All SBC members are invited to vote to approve candidates for the 2024/25 Nominating Committee. The men and women selected to volunteer on this committee are not being considered for the Elder Board. Their role is to meet throughout the year to prayerfully select, interview, and evaluate potential candidates who meet the qualifications to be an SBC Elder. They then present these nominees to the Elder Board who pray over the names and submit the final list of Elder candidates for your approval.

Nominating Committee members serve a two-year term, and two sitting Elders serve on the team as chair and vice chair. This year’s candidates and their biographies are shown below.

Nominating Committee Candidates

 

Jill Kotter

Jill grew up in New Hampshire and gave her life to Christ at the age of 12. She earned her BS in Physical and History Education, and after working in a few different fields, she started her career with a national REIT where she worked for many years. She married David Kotter 12 years ago and started her next chapter as a stay-at-home mom to their two amazing kids, Cate and Levi. She currently leads a Women’s Ministry class at SBC Shea and serves on the Board of Directors at Scottsdale Christian Academy.

Kevin Locker

Kevin was raised in Phoenix, the middle of seven children. His family started attending SBC in 1967 while Kevin was in 6th grade. He graduated from ASU with a BS in Electrical Engineering and began a 20-year career as an avionics engineer with Sperry Flight Systems/Honeywell. Kevin then earned his MS in Computer Science, working another 20 years in the semiconductor industry as a chip designer, and recently retired from Intel. Kevin met his wife, Lauren, at SBC; they have been married for 42 years and have three married children and eight grandchildren. Over the years at SBC, he has served as a Jr. High Intern, taught Sunday School classes, led small groups, led the Mission Preparation Ministry, and served as an Elder. When North Ridge Community Church was planted by SBC, Kevin served as Chairman of the Elder Board during construction and transition to their current campus. Kevin and Lauren now serve at the Cactus Campus where they help lead a class for young married couples.

Winn Sammons

Winn and his wife, Janice, grew up in the Valley and met in 1968 while attending Alhambra High School. They married while attending Northern Arizona University, and then moved to San Diego, CA, where Winn attended and graduated from the University of San Diego School of Law. Winn and Janice returned to the Valley and have now lived in Scottsdale for more than 35 years. Winn gave his life to Christ while attending Scottsdale Bible Church. Later, he and Janice began attending North Ridge Community Church where Winn was the Chairman of the Elder Board when North Ridge merged with SBC in 2018. Following the merger, he had the privilege of serving for four years on the SBC Elder Board. Winn practiced law for 38 years as a medical malpractice defense attorney at the firm of Sanders & Parks, P.C., and currently provides services as a professional mediator.
