Faith, and the idea of identifying with certain faiths is a personal thing. The concept of being a "cradle Christian" (a person who believes they are Christian because they were born to Christian parents) is a misconception that people hold. In regards to any denomination or religion for that matter each person will have to determine what they believe at an age where they are able to understand.
Baptism does not offer salvation to anyone and does not prove a person's inclusion with any faith. Infant baptism is a ritual done in good faith by the parents as a means of offering a child's life in dedication to the Lord. However, we must be careful not to confuse an act of the parents with a willful act of a person desiring to commit their life to Christ.
So whether you were born into a Catholic family and were baptized as a child or whether you were born into a non-Catholic family and were not baptized as a child, the choice is still up to the person to make a decision to become a Christian and identify as such.
Thus the answer to your question is no, if you were born into a Catholic family and you weren't baptized, you are not Catholic.
